DHS Detention Center System

DHS has built and is rapidly expanding its detention camp system throughout the United States.

Its planned daily capacity is ~92,000 as of February 2026. All major sites and “intake/staging camps” are located near or at major rail lines.

Arrests absent of prior convictions or criminal charges

From January through October 2025, New York State has seen the highest percentage of ICE arrests, at ~60%, of individuals with no prior convictions or criminal charges. In Minnesota, ~44% of arrested individuals had no criminal record.

ICE Detentions as of February 2026

As of February 2026, ICE held ~75,000 detainees in privately operated or government owned detention facilities - up from ~40,000 in January 2025. About 60% of those detainees are held in Southern California, Texas, Louisiana, Florida and Georgia.

ICE arrests by State

The Prison Policy Initiative (PrisonPolicy.org) has delineated ICE and CBP arrest rates by State for two recent periods spread across January through October 2025.

Detention Composition

As of March 2026, The Prison Policy Initiative (PrisonPolicy.org) reported that ~88,000 detainees have been confined for immigration purposes. Detainees are held in a rapidly expanding system of public and private jails and detention facilities.
